OSS vs BSS: What the Difference Means for Your MVNO

OSS runs the network side, BSS runs the business side. Here's what each does and why MVNOs need both in one platform.

OSS and BSS are the two software layers every mobile operator runs on. OSS (Operations Support Systems) manages the network side: provisioning lines, activating SIMs, managing number inventory, and talking to carrier APIs. BSS (Business Support Systems) manages the business side: billing, payments, customer accounts, product catalogs, and reporting. An MVNO needs both, and the seam between them is where most operational pain lives.

What OSS does for an MVNO

MVNOs don't own network infrastructure, so MVNO OSS is really about orchestrating the host carrier's network through integrations. In practice that means SIM and eSIM inventory management, line activation and deactivation, number porting (both port-ins from other carriers and port-outs), plan changes pushed to the carrier, feature provisioning like international calling or hotspot, and device compatibility checks. Every one of these operations is an API conversation with an MNO, MVNA, or MVNE, and each carrier's API behaves differently. The quality of an MVNO's OSS layer is mostly the quality and reliability of those carrier integrations.

What BSS does for an MVNO

BSS is everything the subscriber and your finance team experience. That includes the product catalog where you define plans, features, and devices; rating and billing that turn usage into invoices; real-time telecom tax calculation; PCI-compliant payment processing and autopay; dunning when payments fail; subscriber notifications by email and SMS; the customer account record your care team works in; and the reporting your leadership and your host carrier settlement depend on.

Why the separation causes problems

Historically, operators bought OSS and BSS from different vendors and wired them together. That works at large carrier scale with big IT teams. For an MVNO it creates a specific, expensive failure mode: the business system and the network system disagree. A subscriber pays but their line doesn't reactivate. A line is suspended at the carrier but billing keeps invoicing it. A plan change goes through in one system and not the other. Each mismatch is a support call, a credit, or silent revenue leakage.
